My understanding is like this : If the program type is mentioned in the budget profile then it means for all projects with this budget profile -

Only if they are assigned to an IM Program (position) of this type, they can be given a budget.  How the budget is given (directly or from IM Program) is further decided by the distribution indicator in the program type.

- I think it is understood that if budget profile with IM program type is used then IM assignment must be used. As indicated by you distribution indicator is also part of IM program type. Hence program type is controlling budget allocation to project. You cannot post budget directly to WBSE in this case.
