Diagnosis
Data has already been created for this material for the user department C. However, this data has not been created for all the organizational levels (such as plant level and storage location level) that you have now specified.
Example
A material has been created at client level for the user department Purchasing and at plant level for the user department Storage. If you now display the data at plant level for the user department Purchasing, this message appears.
In change mode, the fields for data stored at plant level for the user department Purchasing are not ready for input since the data must first be created.

Actually this is not a error. But I want to know which changes in SPRO, brought this message while displaying MM03.

As per your Error message the Departments C & A were not maintained.
So you need to maintain the below views for your Material Master
- Classification C
- Work scheduling A
