The maintenance plan will be created with start dates,
after attaching task list with different frequency for different activities.
Now we would like to if there is any way of a user
knowing before scheduling if the planned time is in excess of a work center
capacity.

Use IP19.
This will simulate the maintenance plans and allow you to see work center capacity in a graphical form.
Set up your search criteria and make sure you select Items & tasklists.
Once in there select Weekly Capcity Load and you should see a capacity by Work Center. You can also do monthly.
