When using MD04 why some materials, the Total Consumption tab appear and some not.
How to ensure that for all materials, the Total Consumption tab will be present?

Whether the MD04 Total Consumption tab will appear or not depends on the Material Master (MM02 / MM03) MRP 1 View under the field MRP Type.
As on which MRP Type will have the Total Consumption tab in MD04, that is where you need to check the configuration.
Configure Tcode: OMDQ
Path: SPRO -> Production -> Materials Requirements Planning -> Master Data -> Check MRP Types
Double click on the MRP Type to view whether the tab will appear in MD04
