1) Activate inspection type '08'-Stock transfer inspection in quality management view of material master.
2) Then use t.code 'MB1B' and use moment type 322.
New inspection lot will be created and material will again to quality inspection.
Notes:
Reversal of usage decision as such is not possible, what I meant is once the UD is made and stock has been posted we cannot the reverse the UD for the same document. If you do a material stock reversal it will create a new lot and there can be no link for the previous lot.
However, if your problem is only to bring back the stock to quality even though a new lot is created then go by the above steps.
But if you need the same lot with all the quantities and
documents to be reversed then it is possible to do with a user exit.
Usage Decision document To Be Reverse
I am having a problem with the UD that I have taken for the created Inspection Lot. The following are the steps that had been perform for the goods Receipt:
1) GR of Blocked stock (MVT Type -103);
2) Release of GR Block Stock (My Type -105);
The stock is now there in the Quality and the Inspection Lot is created;
3) I have done all the QA11 and took the Usage decision on that inspection Lot. Once I have taken the Usage decision, the stock gets shifted to the Unrestricted Area.
How can I reverse the Usage Decision Document?

If you use 322, it is trying to create a new inspection lot. If you have inspection type 08 active, it will move into QI stock and create another inspection lot.
Instead, you can try canceling the original movement document
that transferred the material out of QI stock.
Stock Movement and Automatic Usage Decision
One of our user have executed massive automatic usage decision via QA16 and noticed that no stock postings been updated. The SAP system had noted the usage decision but didn't carry any goods movements.
Why were those stock postings not updated? Is it possible for me to execute in mass via QA16?
Answer
First, you should make sure that the UD codes that you use have the automatic postings setup for it. The selected set code needs to be set for background postings and what material status it should post to. If you had taken care of these, then it will take care of the problems.
